Doing my usual library research through the Chain Store Age archives, I found some more info on this mall in the May 1961 issue (page E58).

The then-proposed site took over the old Sacramento Sky Ranch general aviation airport (something I already knew about), and specifically was owned by Broadway-Hale Stores of Los Angeles (the forerrunner to Carter-Hawley-Hale).

Interestingly, according to Wikipedia, Hale Brothers' first store was actually in Sacramento.

Long before the Arden Fair renovation, Sunrise Mall did it's share of drawing shoppers away from Florin. Was an OK mall 'til the early 80's. By 1990, not much was appealing there. Then came the total redo of what had been a blah shopping center (Arden Fair). Haven't lived in Sacramento since 1995, but I've heard that a newer mall in the Roseville area (way too far from where I used to live) is the hot draw now.
