A+P Store Numbers

I recently acquired an A+P store manual on freshness control for dry grocery with a copyright date of 1941. As you can see, it was assigned to store 46. I'm presuming the signature stamp is that of either the Divisional President or Unit Head. Is there any way of finding out where this store was located? How did they number their stores: was it by unit, division or company-wide?
