An old store list I have for Safeway has the 1970s store at 18760 North Village, a half block over at the intersection with Longmeadow. Currently the building is subdivided into a CVS, a Dollar store, and a liquor store. They may have rerouted the roads at some point, causing the change in addresses.

Yours probably is the correct location. The only address I had to work from was "Washington Shopping Center" so I had to extrapolate based on some aerials. Plus all the streets have been renumbered in that area so it's incredibly confusing. I'll update. Thanks!

Are you sure the 1958 Food Fair is the Philly chain rather than the DC-based on that Grand Union bought?

Some additional information on Hagerstown:
For 1580 Wesel Blvd, that was Martins original location in the shopping center. 1580 is the far right end of the strip. Martins moved to the far left end of the strip replacing Walmart. Walmart moved to a Supercenter off I-81 in 2000, I believe. 1650 Wesel Blvd is the location of the current Martins (former Walmart).
Re Food Lion to Shop n Save, page 25 of the FTC Ahold-Delhaize Merger Decision and Order shows the the stores that went to Supervalu (Shop n Save) as per Section II, Part A. 5 on Page 7 of same document. The 18360 College Road location is listed (as well as the other three former Hagerstown area Food Lion locations).
For 835 W Hillcrest Rd, an article in Progressive Grocer about the closing of Giant Eagle notes that they purchased the store from County Market in 2001. Giant Eagle closed 9/24/05. Giant Eagle purchased stores in LaVale, Hagerstown and Frederick from County Market at that time. The LaVale store closed in 2003-2004. The Frederick stores are still Giant Eagle with the one on Route 40 relocating to a larger location. Both of the Frederick stores were divested Giant-PA locations from when Ahold purchased Giant-MD.

I found an old newspaper image from the 50s. The Hagerstown Food Fair was the Philly chain.
