After Public Food imploded in 1935, most of its locations ended up going to Safeway. Fist ads and mention of them in the Oakland Tribune were in 1920, and the final ad appeared on 15 June 1934. Nothing after that. By 1935, they were also no longer listed in the city directory. Thanks! I figured 601 was an office/warehouse and I usually strip those out but I neglected to catch this one. And I'm anxious to hear any thoughts/corrections. City directories for 1953/1958 do not show a Kroger in St Albans, Vermont. My suspicion is that this one is misfiled and they're actually referring to St Albans, West Virginia, where there was indeed a Kroger store that seems likely to have relocated or expanded about 1956.

The Spanish tile roof was not uncommon on Safeway stores in California at the same time (at least in SF), but I don't really remember seeing the configuration with the towers, either.
